FESTIVAL RULES AND REGULATIONS

Definition of submission and programming categories.

FEATURES AND SHORTS:
Productions of 45 minutes or longer are considered features. Productions of less than 45 minutes are considered shorts.

LIVE-ACTION AND ANIMATED PRODUCTIONS:

n the event that a production includes both live-action cinematography and animation, please identify (on the entry form) the category in which it should compete.

DOCUMENTARY PRODUCTIONS:
I
f the KWCFPF receives a substantial number of documentary entries, there may be a separate competition category for documentaries. Otherwise, a documentary submission will compete in the category selected on the Entry Form. A production is considered a documentary if it takes as its subject actual people, places, and events and presents them in a non-fictional context.

MOVIES BY KIDS:
Films and videos that have been produced by children/teens aged 17 years or below. are considered to be “MOVIES BY KIDS.” An adult supervisor is allowed; however, the entire film/video must be conceived and produced by children/teens with minimal adult input. Movies by Kids films and videos must match the Festival criteria outlined in item 8 below.

1.) Organization. The Kids with Cameras Film and Photo Festival is an annual, competitive film festival presented by the Fireside Foundation, Inc., a 501(c)(3) non-profit educational organization dedicated to the preservation of independent film through education and exhibition.

2.) Mission. It is the mission of the Kids with Cameras Film and Photo Festival to set an internationally recognized standard of excellence in film production for children/teens and to encourage the development of excellence in the production of film by children/teens. It is further our mission to support the work of talented and dedicated filmmakers by awarding prizes, by showcasing international films of the highest quality, and by providing a professional forum through which quality children's films may gain increased distribution and access to wider audiences. The Festival is also committed to engaging young viewers with positive media images and to using media as a tool to stimulate critical thinking. Finally, it is our mission to demonstrate that the use of the visual media of film and photography in conjunction with classic educational methods will increase the learning and understanding of issues of social and scientific importance.

3.) Notification of Festival Status. The Festival will inform all entrants no later than March 19, 2006, whether their submissions have been accepted. At that time, the primary contact person for each accepted film will be contacted either by telephone or email and will be notified of the final reuirements for screening and publicity purposes. The preview cassettes and support materials of all entries, accepted or rejected, cannot be returned.

4.) Entry. Submit an entry by sending the following materials to the Festival, postmarked no later than March 1, 2006.

  • * Signed and completed 2006 Entry Form (one entry form per film or photographer) Films made by children/teens or photos MUST include a signed consent form from parent or guardian.
  • * A complete VHS or DVD of the entry, clearly labeled with title of production. Each tape/disk must contain only one production; putting multiple entries on a single cassette/disk will cause delays. Be aware that insertion of 'SCREENING PURPOSES ONLY" or similar text on the viewing area of the film is distracting and may result in your submission receiving low marks. If you mist use such comments, place them inconspicuously at the bottom of the viewing area.
  • * Entry fee in USD. U.S.-affiliated bank checks and international money orders should be made out to Fireside Foundation, Inc. and the title of the film/video(s) should be written on the check. Credit card entry fees are accepted only through Withoutabox entries or through PayPal payment. See Entry Form for details.
  • * Production information, including cast and credits
  • * (Optional.) Director’s filmography, including years of production, if any.
  • * (Optional.) Brief biographies of producers, director, and principle actors
  • * Two high-quality images from the production. These are not "behind the scenes" stills, but are still shots from the film. These may be e-mailed to filmstills@kidswithcameras.com as .jpgs or .tifs or sent by regular mail.
  • * (Optional) Director photo. This may be e-mailed to the above address as .jpgs or .tifs or sent by regular mail.
  • * Posters, press book, or other promotional materials if available.
    * 30 second to 1 minute trailer in .avi format.for use on the website and with media for advance promotion of selected films.

5.) Entry Fee. The entry fees are as follows:

Films By KidsMovies in which the primary contributors to the project are under the age of 18. There may be adult supervision, but the KEY ROLES, Director, Producer, Director of Photography, Writer, must all be under the age of 18. Format and genre open.
Entry Fees by Length:
1. Under 45 minutes — Fee $15
2. Over 45 minutes — $25.
Three film categories by age,
1. Created by kids under age 7
2. Created by kids between 7 through13 years of age
3. Created by kids from 14 through 17 years of age.

Films For Kids — Films created with a juvenile (Under 18) audience in mind.
Entry Fees by Length
1. Under 45 Minutes — Fee $25
2. Over 45 minutes — $35.
Format and genre open.
Three film categories by viewing age,
1. Created for kids under age 7
2. Created for kids from 7 through 13 years of age
3. Created for kids from 14 through 17 years of age.

6.) Eligible Films and Videos. All entries must be designated as to age group as follows: Under age 7 years, 7 years to 13 years, 14 years through 17 years: Films without age designation will not be accepted. Films incorrectly identifying age group will be, at the discretion of the Festival Directors, either redesignated or rejected. Age category information should be based on the standards used by the TV Parental Guidelines.

  • * The Festival accepts both live-action and animated submissions, on film and on video.
  • * Productions must have a copyright date of 2003, 2004, or 2005 to be eligible.
  • * All films and videos whose original language is not English must be subtitled or dubbed in English. Dialogue lists or scripts are not acceptable as a substitution for this rule.

7.) Selection Committee. A selection committee comprised of filmmakers, educators, and children screens all entries received by the Festival in their entirety by March 1, 2006. The Selection Committee approves films and videos for Festival participation and for competition. The KWCFPF’s Adult and Children's Juries then judge competition films. The decisions of these judges is final.

8.) Criteria.
Criteria for selection:

  • * Film content should be creative and demonstrate artistic and technical mastery.
  • * Content should speak positively to children of diverse backgrounds and cultures and should provide strong role models for both boys and girls.
  • * The action of the film should be child-driven and the stories should be culturally authentic, timely, and of universal appeal.
  • * Films and videos submitted to KWCFPF should be made for, rather than just about, children.

Criteria for non-acceptance of films into the festival include:

  • * Excessive or gratuitous violence, nudity, or profanity
  • * Content that advocates and supports racial, cultural, religious, or gender bias

Films and videos may also be disqualified for technical or procedural reasons, including:

  • * Any film or tape not subtitled or dubbed into the English language. (This is enforced for both submission and Festival screening purposes. Scripts or dialogue lists may not be sent as a substitution for this rule.)
  • * Films and videos that are purely educational or instructional in nature
  • * Films and videos that are aimed primarily at an adult audience

**********9.) Festival format of films and videos selected:
All entries must be on DCD Region 1 format. Do not submit a production if you cannot provide the Festival with one of these three formats. The Festival organizers must know for a fact that the Festival format will be available. By signing the Participation Agreement, you agree to provide the Festival format that you indicate on the Entry Form. No exceptions will be made to this rule.

10.) School screenings. Post-festival school screenings are an especially valued aspect of the Kids with Cameras Film and Photo Festival. Festival formats of all accepted films must be available for school screenings for a period of 90 days after completion of the festival.

11.) Prizes

  • * Live-action Short Films or Videos
  • * Animated Short Films or Videos

Children's Jury Prizes are awarded in these categories:

  • * Live-action Feature Films or Videos
  • * Animated Feature Films or Videos
  • * Live-action Short Films or Videos
  • * Animated Short Films or Videos
  • * Child-produced Films or Videos (directed by children aged 6 to 13)

Special Prizes awarded by the KWCFPF:

Awards are announced at the conclusion of each Festival. Awards are given in the form of plaques and certificates. Please note that awards are given to the director of the film or video, unless otherwise specified on the entry form.

12.) Juries. Awards are determined by several juries, including an Adult Jury and a Children's Jury. The Adult Jury, comprised of filmmakers, critics, and educators, is separated into the following sub-juries: Animated Shorts & Features, Live-action Features, and Live-action Shorts. Television productions selected for competition will be judged by the Live-action Shorts Adult Jury and the Animated Shorts & Features Adult Jury. The Festival's 70-member Children's Jury, led by a team of media educators, meets separately from the Adult Jury and awards its own prizes. The Adult and Children's Juries meet during the summer preceding the Festival. For special prizes, separate juries determine awards. Prizes may not be awarded in all categories if the juries feel that the entries do not meet the high standards of the Festival.

13.) Correspondence. All correspondence to the Festival management, including entry forms and support materials, must be in the English language. We apologize for any inconvenience.

15.) Transportation of films and videos selected. The Festival formats of films and videos selected for festival inclusion must arrive at the Festival offices no later than aPRIL 15, 2006. Films and videos are to be sent to the following address: The Kids with Cameras Film and Photo Festival, Fireside Foundation, Inc., PO Box 580450, Modesto, CA 95358, USA. All transportation costs of Festival formats must be borne by the participant, including charges for customs clearance.
